Here are explanations of each board position and volunteer opportunity offered by the Union Park Elementary Parent Teacher Association (UPE PTA). We want to hear about your talents, interests and skills. If you do not see any positions that interest you, we may be able to modify or adjust to fit your comfort level and schedule. Please, reach out to our PTA President for more information. 

 


Officers

General Requirements

  • Maintain a procedure book (traditional or electronic).
  • Complete a Plan of Work and submit for approval by the Executive Board.
  • Review and become familiar with bylaws and standing rules of the PTA.
  • Take advantage of training from Council, Texas and National PTA.
  • Become familiar with the National and Texas PTA Resources.

**Officers are elected positions.

 

President

Serves as the presiding officer of UPE PTA and presides over executive board and membership meetings. Directs the affairs of the association with integrity and a positive attitude in cooperation with the other members of the board for (2) one year terms.

  • Oversee all PTA functions.
  • Coordinate work of officers and committees.
  • Meet with principal to coordinate PTA activities. 
  • Appoint standing committee chairs and special committee members.
  • Serve as a member ex-officio of all committees except Nominating and Financial Reconciliation.

 

VP I of Membership

Promote UPE PTA membership throughout the fiscal school year.

  • Call a meeting of the membership committee to create a membership campaign for the coming year and set membership goals. 
  • Ensure completion and submission of membership list and dues report to Texas PTA on an ongoing basis 
  • Coordinate the implementation of membership campaigns at school events (e.i. Meet the Teacher, Grade level orientation, Kindergarten Round-Up, etc.)
  • Conduct ongoing enrollment of members throughout the year.
  • Provide the secretary with an updated membership list for each regular meeting.
  • Apply for membership awards from Texas PTA.
  • Chair the life membership committee 
  • Submit Texas PTA membership check submissions via certified mail.

Responsible for any subcommittee that is deemed necessary

 

VP II of Programs 

Organize and present programs which focus on interaction between parents, teachers, administrators, students and community members to inspire and support a sense of school community.

  • Present programs with a goal to empower parents with knowledge. 
  • Explore possibilities and define the scope of your program.
  • Consider available resources; single event or year-round; community program. 
  • Facilitate the planning and execution of all PTA-sponsored community events.
  • Survey and identify parents and staff needs and goals that further the PTA mission/purposes. 
  • Oversee and participate in program related special committees such as Healthy Lifestyles and Reflections. 
  • Plan/schedule/create/attend Parent Education programs as discussed with Principal.
  • Actively update the Communication Chairman with news, invitations, recaps and photos for: PTA Meetings, Recent Announcements, and Past Events, to be posted on the website.
  • Work with the Volunteer Coordinator to set-up volunteers for all Parent Education events.
  • Work with the Hospitality Chairman to coordinate snacks for each event.

Responsible for any subcommittee that is deemed necessary.

 

Secretary

Keep accurate records of the proceedings of the UPE PTA.

  • Record the minutes of all PTA general and executive board meetings.
  • Maintain a roll call record at executive board meetings and general meetings. 
  • Maintain PTA Board/Committee list. 
  • Maintain PTA calendar and update with the Communications Chairman.
  • Keep bylaws in order. 
  • Act as custodian of records pertinent to the history of UPE PTA and present a written report to the association as the official history to be adopted at the annual meeting.
  • Maintain a list of names of those who have completed the Texas PTA Foundations Leadership Orientation, with the dates each course was completed. 
  • Maintain the adopted ethics/conflict of interest policy as signed by the current executive board members. 
  • Maintain PTA file system in the PTA Room and distribute mail from the PTA mailbox to the appropriate board member’s mail file. 

 

Treasurer

As authorized custodian of the funds of the association, receives and disburses all monies indicated in the budget and prescribed in the UPE PTA bylaws or as authorized by action of the association.

  • Keep accurate records of all monies received and disbursed including bank statements, budgets, invoices and canceled checks in accordance with the records retention policy.
  • Report monthly to the PTA Executive Board all expenditures and income. 
  • Give accounting of all expenditures and income at PTA Regular Membership meetings. 
  • Sign on bank account as one of two required signatures on all checks. 
  • Pay all bills and deposit all moneys into the PTA checking account.
  • File appropriate tax forms as needed.
  • Present books to Financial Reconciliation Committee as requested. 
  • Create and update the budget as authorized by the regular membership. 

 

 


 

Standing Committee Chairs

General Requirements

  • Chairman must attend monthly UPE PTA Executive Board meetings (quorums are needed for all meetings).
  • Chairman must attend Regular Membership meetings (quorums are needed for all meetings).
  • Chairman must submit a completed plan of work to the Executive Board for approval.
  • Chairman must be a graduate of Texas PTA Foundation Leader Orientation or complete the course by October 15.
  • Chairman must submit monthly status reports to the President and keep the Executive Board informed on status of committee and subcommittee activities.
  • Chairman must maintain a procedure book (traditional or electronic) including information on activities, programs, contacts, communications, statistics and budget.
  • Review and become familiar with bylaws and standing rules of the PTA.
  • Take advantage of training from Council, Texas and National PTA.
  • Become familiar with the National and Texas PTA Resources.
  • Chairman must handle all aspects of assigned events/activities including scheduling volunteers and coordinating with the Communications Chairman for advertising in newsletter, website, fliers or social media.

**Standing Committee Chairs are appointed positions. 

 

 

Communications

Increase the effectiveness and proficiency of internal/external PTA communications.

  • Oversee and direct the different avenues of communication available to the PTA. 
  • Work with event chairs to plan and coordinate publicity for PTA events. 
  • Coordinate with UPE on the school’s communication mechanisms.
  • Request and receive all newsletter articles and publicize them on the Internal Communications platform. 
  • Approve the content for each newsletter after submitting it to the Principal and PTA President, but before it is distributed to the membership.
  • Request/receive/approve all requests for website updates, marquee updates, social media updates, posters, fliers, etc. Approval must be obtained from the Principal and PTA President before distribution to any committees or subcommittees for work.
  • Verify that marquee changes are being made.
  • Design and distribute content on a regular basis on all social media platforms.
  • Update and verify that website changes are being made regularly to include important information and events. 
  • Verify that posts are made to the UPE PTA Facebook page at least once per week.
  • Maintain a long-term schedule of possible posts that can be modified or added to by the communication needs of the board members.
  • Ensure all communications are available (bilingually upon request).

Responsible for corresponding with any subcommittee that is deemed necessary.

 

 

Hospitality

Promote an inviting and friendly atmosphere among PTA members and guests at PTA meetings and functions.

  • Host at all meetings by creating a friendly welcoming atmosphere.
  • Greet attendees and assist them with any questions or needs they may have. 
  • Coordinate meals/light refreshments for PTA regular membership meetings based on budget approval.
  • Establish a team to set-up and clean-up for each PTA regular membership meeting. 
  • Provide Back to School meals for teachers. 
  • Host a Welcome Back Coffee the first day of school (Donuts for Drop Off).
  • Coordinate Faculty Appreciation Week.

Other suggestions include:

  • Host Thirsty Thursday events for the faculty and staff.
  • Coordinate food item donations with Volunteer Coordinator Chairman.
  • Securing volunteers to serve during events.
  • Reserve school location for events.
  • Assist with securing refreshments for PTA and School sponsored events with appropriate notice and planning.

Responsible for the Meet the Teacher, Kindergarten Round-Up, Faculty Appreciation, and any other subcommittees deemed necessary. 

 

Fundraising

Set and achieve fundraising goals that support PTA programs.

  • Coordinate fundraising projects that provide funds for the PTA's planned activities. 
  • Research and present fundraising ideas to the board and membership for approval.
  • Coordinate other fundraisers throughout the school year, as needed, to assist funding PTA programs and activities. 
  • Make sure all fundraisers comply with local, state and federal laws, along with school district rules. 
  • Partner with the Treasurer in reporting to the board and members the outcome of all fundraisers.
  • Work with the Executive Board to determine the two tax free days for the year.
  • Train, assist, support and encourage subcommittees. 
  • Attend Spirit Nights.

Responsible for Community Partners, School Supplies Packs, and any other subcommittees deemed necessary.

 

 

Parliamentarian

Advise on matters of parliamentary procedure and attend all Board and Regular Meetings.

  • Make sure meetings are conducted as specified in the bylaws.
  • Vote only when the vote is by ballot. 

 

 

Spirit

Coordinate the design and sale of spirit wear items.

  • Meet with Principal to receive a new school year theme before the end of the current fiscal school year.
  • Strategize and create (2) new design plans to be approved by June 1.
  • Get appropriate quotes from selected vendors for printing and delivery by July 1.
  • Generate a list of generic spirit items and submit for approval by the Executive Board with appropriate quotes for printing/distribution.
  • Coordinate the sale of spirit wear items, manage inventory and keep in-stock shirts organized in the PTA storage closet. 
  • Create selling strategies for all spirit wear and work with Communications Chairman on promotional items.
  • Sell spirit wear at major school events, such as Meet the Teacher, Kindergarten Round-Up and the May PTA Regular Membership Meeting (end of the year closeout sale).
  • Keep record of special orders. 
  • Stay within set budget.
  • Decorate and keep the UPE display case up to date with the most recent spirit wear items – if the case is available.
  • Correspond with Communications Chairman to update website page on an as needed basis – at least once/month.
  • Take new pictures and discount merchandise as necessary

Teacher Liaison

Serve as a communication link between faculty, staff, and the local PTA. 

  • Communicate teachers' needs to UPE PTA.
  • Solicit staff input.
  • Survey teachers and staff regarding needs. 
  • Keep communication open and accurate between teachers and UPE PTA.

 

Volunteer Coordinator

Gather and maintain a list of volunteers for various PTA events/programs and distribute to the appropriate committee Chairman.

  • Set goals for volunteers during the school year 
  • Recruit volunteers throughout the year by gathering information through the PTA website and Meet the Teacher Nights.
  • Hold volunteer orientation meetings. 
  • Assist committee chairs with creating and distributing sign-up geniuses.
  • Submit Volunteer of the Month (every month).
  • Coordinate efforts to fulfil volunteer support needs for classrooms, the school community, and PTA-sponsored events. 
  • Visit with the school principal to plan the needs of the school and determine priorities for volunteer recruitment. 
  • Become knowledgeable about the volunteer guidelines set by DISD. 
  • Survey teachers and staff regarding volunteer needs in the school.
  • Survey potential volunteers to learn about their talents, interests and skills.

Yearbook

Create an engaging and accurate representation of the school year to be distributed at the end of the year..

  • Work with vendors to secure yearbook publishing.
  • Coordinate with UPE clubs and specials for content pages.
  • Collect candid pictures of all key events and coordinate themed events to feature in the yearbook. 
  • Manage yearbook dedication sections for the 5th graders along with additional portraits of these students.
  • Manage yearbook sales at the beginning of each school year.
  • Plan, create and publish the UPE yearbook.
  • Manage yearbook deadlines.
  • Once yearbooks arrive, distribute to the students.
